The Nutrient Scientific Advisory Board, as required by Session Law 2009-216, comprises six local government representatives, a professional or academic representative, a professional engineer, an NC DOT representative, and a conservative organization representative. The Advisory Board, in the context of existing development, is tasked to develop methods for estimating jurisdiction-scale loadings; project-scale load reductions; feasibility, costs, benefits and credit-accounting of the identified management strategies; and identify the need to redefine water quality modeling and other analytical tools used to evaluate water quality.
