REQUEST FOR QUALIFICATIONS (RFQ): Professional Engineering Services for Triangle Water Supply Partnership Regional Interconnection Model Update

Through this Request for Qualifications (RFQ), the Triangle J Council of Governments (TJCOG) is soliciting Statements of Qualifications (SOQs) from firms to provide professional engineering services to update the Triangle Water Supply Partnership’s Regional Interconnection Model.

The Triangle Water Supply Partnership (TWSP) is a local government-led initiative to ensure a sustainable, safe, and secure water supply for the Triangle Region without compromising the ability of downstream communities to meet their own water supply needs. The TWSP was created under a Memorandum of Agreement (MOA) in 2018 and includes the towns of Apex, Cary, Hillsborough, Holly Springs, Morrisville, and Pittsboro, Chatham County, Harnett County, Johnston County, Orange County, Orange Water and Sewer Authority (OWASA), and the cities of Durham and Raleigh. The TWSP continues the excellent and award-winning collaboration on regional water supply planning projects begun by its predecessor, the Jordan Lake Partnership (JLP).

TJCOG serves as the Administrative and Fiscal Agent for the TWSP. The TWSP advises TJCOG regarding financial management and direction of the general activities under the MOA. TJCOG will conform with the laws of North Carolina applicable to local governments in the selection of entities to provide services for all Projects and in contracting for such services. The TWSP will select the firm to provide professional engineering services to update the Triangle Water Supply Partnership’s Regional Interconnection Model. TJCOG will enter into the contract with the selected firm.
